Sample -Ewing Development Area <br />(2) Commission authorization requested for <br />staff to submit an application to the <br />Indiana Department of Environmental <br />Management's Voluntary Remediation <br />Program regarding soils. (Studebaker <br />Area B properties) <br />Mr. Laurent reported that he will be <br />addressing items 6.C.(2) and 6.C.(3) <br />simultaneously. These items are a request <br />for the Commission to authorize staff to <br />submit two (2) Voluntary Remediation <br />Program (VRP) applications. The reasoning <br />due to a small change in strategy between <br />the IDEM and the City that will basically <br />cover all three (3) Studebaker /Oliver areas; <br />A, B and C. The soils under individual <br />applications and the groundwater under one <br />application for all areas. We will be <br />required to submit two (2) more VRP <br />applications for soils (Areas A & C). Staff <br />recommends authorization from the <br />Commission to submit the applications. <br />Ms. Greene inquired whether staff could <br />confirm that the IDEM agreement falls <br />under the old VRP standards rather than the <br />new standards. <br />Mr. Laurent replied that all IDEM work in <br />the Studebaker /Oliver area falls under their <br />1996 VRP guides. <br />Upon a motion by Mr. Faccenda, seconded <br />by Mr. Kahn and unanimously carried, the <br />Commission authorized a request for staff to <br />submit an application to the Indiana <br />Department of Environmental <br />Management's Voluntary Remediation <br />Program regarding soils.
