6. NEW BUSINESS <br />A. Public Hearings (continued...) <br />(5) Public Hearing on Resolution No. 2009 <br />appropriating monies for the purpose of <br />defraying the expenses of certain local <br />public improvements for the fiscal year <br />beginning January 1, 2003, and ending <br />December 31, 2003, including all <br />outstanding claims and obligations. <br />(South Bend Central Development Area <br />Building Operations Budget — Fund 424) <br />Mr. Inks advised the revised Fund 424 <br />operations budget includes an additional <br />$15,000 that was not contained in the <br />original budget. The $15,000 is necessary to <br />balance the budget for the remainder of <br />2003. The funding has come from the South <br />Bend Central Development Area general TIF <br />account and is being transferred to Fund 424 <br />where it needs to be appropriated in order to <br />be spent for purposes of funding parking <br />garage operations. <br />Mr. Inks noted that the Public Hearing file <br />was complete and requested the following <br />items be entered into the record: (1) Copy of <br />the Notice of Hearing; (2) Copy of <br />Resolution No. 2009; (3) Affidavits from the <br />Tri County News and South Bend Tribune <br />that the Notice of Public Hearing was <br />published in those newspapers on <br />October 17, 2003. <br />Mr. Hunt opened the Public Hearing on <br />Resolution No. 2009 and asked if there was <br />anyone from the public who wished to <br />speak.
