South Bend Redevelopment Commission
Regular Meeting— December 19, 2003
6. NEW BUSINESS
A. Public Hearings
(1) Public Hearing on Resolution No. 2014
expanding the boundaries of the South
Bend Central Development Area,
expanding the Allocation Area for
purposes of Tax Increment Financing and
amending the South Bend Central
Development Area Development Plan.
Ms. Hughes reported that Resolution
No. 2014 was related to the proposed
creation of the Northeast Neighborhood
Development Area. Madison Center is
located in the Northeast Neighborhood and
has long been a partner in the planning and
coordination of the newly created Northeast
Neighborhood Revitalization Organization
(NNRO). In addition, Mr. Jack Roberts of
the Madison Center is currently serving as
President of the NNRO. Through
discussions, it was deemed very important
that properties along the St. Joseph River,
associated with Madison Center and their
long range planning efforts, be incorporated
into the new plans for the Northeast
Neighborhood. Resolution No. 2014 adds a
parcel of approximately three (3) acres to the
downtown TIF, whereas the parcels
surrounding it, pertaining to the Madison
Center, will be brought out of the downtown
TIF. The property is entirely public right -of
way and will have no bearing on the Tax
Increment Financing of the area. The
property creates adjacency for the Marriott
Extended Stay which needs to remain
incorporated in the downtown TIF.
6
