South Bend Redevelopment Commission <br />Regular Meeting— December 19, 2003 <br />6. NEW BUSINESS <br />A. Public Hearings <br />(1) Public Hearing on Resolution No. 2014 <br />expanding the boundaries of the South <br />Bend Central Development Area, <br />expanding the Allocation Area for <br />purposes of Tax Increment Financing and <br />amending the South Bend Central <br />Development Area Development Plan. <br />Ms. Hughes reported that Resolution <br />No. 2014 was related to the proposed <br />creation of the Northeast Neighborhood <br />Development Area. Madison Center is <br />located in the Northeast Neighborhood and <br />has long been a partner in the planning and <br />coordination of the newly created Northeast <br />Neighborhood Revitalization Organization <br />(NNRO). In addition, Mr. Jack Roberts of <br />the Madison Center is currently serving as <br />President of the NNRO. Through <br />discussions, it was deemed very important <br />that properties along the St. Joseph River, <br />associated with Madison Center and their <br />long range planning efforts, be incorporated <br />into the new plans for the Northeast <br />Neighborhood. Resolution No. 2014 adds a <br />parcel of approximately three (3) acres to the <br />downtown TIF, whereas the parcels <br />surrounding it, pertaining to the Madison <br />Center, will be brought out of the downtown <br />TIF. The property is entirely public right -of <br />way and will have no bearing on the Tax <br />Increment Financing of the area. The <br />property creates adjacency for the Marriott <br />Extended Stay which needs to remain <br />incorporated in the downtown TIF. <br />6 <br />
