Public Hearings <br />(3) continued... <br />Redevelopment Commission staff have <br />conducted a study of the Northeast <br />Neighborhood Development Area. <br />Evidence was submitted to the Commission <br />with the filing of Resolution No. 2016 <br />determining a substantial presence in the <br />Area of excessive vacant land, abandoned or <br />vacant buildings, old buildings, excessive <br />vacancies, substandard structures, <br />deteriorating infrastructure and lack of <br />infrastructure sufficient to support <br />redevelopment of the Area privately. <br />Based upon that study and following the <br />other procedures required by Indiana Code <br />36 -7 -14, including the public hearing <br />conducted today, approval is requested for <br />Resolution No. 2021, the Confirming <br />Resolution ratifying and confirming <br />Resolution No. 2016, designating the <br />Northeast Neighborhood Development Area, <br />declaring the Area to be blighted, approving <br />a development plan and conditions under <br />which relocation payments will be made, <br />and establishing an allocation area for <br />purposes of tax incremental financing. <br />Resolution No. 2016 and Resolution <br />No. 2021 both contain findings of fact that <br />illustrate blight and blighting influences <br />present in the Area. These include the lack <br />of new business activity and housing starts <br />and the retreat of longstanding businesses, <br />institutions and residents. <br />27 <br />
