Public Hearings <br />(3) continued... <br />Resolution No. 2016 was then referred to the <br />South Bend Common Council, as the <br />legislative body for the City, and on <br />November 24, 2003 the Common Council <br />approved both the previous action of the <br />Redevelopment Commission, as well as the <br />action of the Area Plan Commission, by <br />adopting Resolution No. 3271 -03. <br />Ms. Greene noted that there were no changes <br />made to the resolution by the Common <br />Council and both Resolution No. 2016 and <br />the Development Plan were approved in <br />their entirety. <br />Ms. Greene added that the Redevelopment <br />Commission is being asked to confirm the <br />original declaration of the area which <br />defines the boundaries and to also make a <br />finding that the area designated as the <br />Northeast Neighborhood Development Area <br />is a blighted area. Blight is defined in the <br />Indiana Code under 36- 7 -1 -3. An area is <br />deemed to be blighted if there is a lack of <br />development, a cessation of growth, and a <br />deterioration of improvement based on the <br />character of occupancy within the area, the <br />age of property and buildings, obsolescence, <br />substandard buildings and other factors that <br />impair value or prevent the normal use or <br />development of the property. The finding of <br />blight does not refer to any individual <br />property, but pertains to the character of the <br />entire area. The Commission must also find <br />that the proposed Development Plan will <br />complement public and private sector <br />24 <br />
