Public Hearings <br />(9) continued... <br />public improvements for the fiscal year <br />beginning January 1, 2004, and ending <br />December 31, 2004, including all <br />outstanding claims and obligations, fixing <br />a time when the same shall take effect. <br />(Fund 425, Leighton Plaza Courtyard and <br />Retail Space) <br />Mr. Williams reported that Fund 425 <br />encompasses the Michigan Street retail <br />shops. There was a vacancy in 2003, as well <br />as an abatement, both affecting the budget. <br />The forecast for 2004 is twelve months of <br />totally occupied space. Revenues have <br />increased by $11, 500 and expenses have <br />increased by approximately $6,000. A copy <br />of Fund 425 Building Operations Budget is <br />attached to Resolution No. 2043. <br />Mr. Inks advised that the Public Hearing file <br />is complete and requested the following <br />items be entered into the record: <br />(1) Affidavits from the Tri County News and <br />South Bend Tribune that the Notice of <br />Public Hearing was published in those <br />newspapers on February 6, 2004; (2) Copy <br />of the Notice of Hearing; and (3) Copy of <br />Resolution No. 2043. <br />Mr. Hunt opened the Public Hearing on <br />Resolution No. 2043 and asked if there was <br />anyone from the public who wished to <br />speak.
