South Side Development Area <br />(1) Commission approval requested for <br />proposals for professional services in the <br />South Side Development Area. <br />(Appraisals) <br />Mr. Schalliol noted that two appraisals are <br />needed to establish the reuse value of two <br />retention areas north of and adjacent to the <br />Erskine Plaza. Proposals were submitted by <br />Jerome Michaels in the amount of $3,000 <br />and R.E. Pitts in the amount of $2,600. Staff <br />recommends accepting both proposals. <br />Upon a motion by Mr. Hojnacki, seconded <br />by Mr. Blake and unanimously carried, the <br />-. Commission <br />H. Northeast Neighborhood Development Area <br />I. Other <br />(1) Staff report on proposed Douglas Road <br />Development Area. <br />Mr. Schalliol noted that staff would like <br />Commission authorization to begin the <br />process of developing a plan to designate an <br />economic development area within the City <br />of South Bend as the Douglas Road <br />Development Area ( "DRDA "). The DRDA <br />would be located east of SR 23 along the <br />north and south sides of Douglas Road. The <br />proposed area would contain 33.9 acres of <br />land within the city limits of the City of <br />South Bend. Staff is seeking declaration of <br />the area as an economic development which <br />differs from a redevelopment area in that <br />blighting conditions need not be present. <br />27 <br />
