Westwood .Knolls at <br />Blackthorn, adjacent to the Villas at Lake <br />Blackthorn, had city amenities, but was not <br />in the city limits. Faced with choosing <br />between similar lots, with or without city <br />taxes, buyers close the Westwood Knolls <br />more often. Westwood Knolls is % sold, <br />o sale of the lots in the villas should now <br />increase. <br />Mr. Peczkowski noted that the lots may sell <br />without abatement now that Westwood <br />Knolls is no longer available. <br />Ms. Chamblee said that the abatement is very <br />
