There was a lot of <br />new business development represented in those <br />abatements at the last meeting. <br />Mr. Pec l owsl i stated that he believed a lot of those <br />projects would have happened even without abatement. <br />He believes the abatements are frosting added to an <br />already baled cafe. <br />Mr. Inks reminded the Conamissioners of a news <br />conference later today at Keyl ank 'plaza regarding the <br />l o vnto vn. De elopn: en.t Strategy. <br />Mr. Blare asked legal counsel for an opinion on Mr. <br />Pee ko vski's assertion that it was illegal, LHICthical or <br />.mmoral for the Commissioners to spear with Mr. <br />Doolittle outside of the Commission meeting. Mr. <br />Leone responded that there are two roles of boards and <br />commissions: either Judicial or legislative. When acting <br />in a Judicia] capacity a comm 1ssion should not have <br />outs .1de conversation about an issue over which they will <br />have Jurisdiction. when acting in a legislative capacity <br />(Projects or policy) it is entirely appropr.tatc to get <br />informatlo.n. from anywhere. It's -up to each <br />commissioner to decide to what level he or she want to <br />accept that information. <br />Mr. .Pecz ows i stated that that is where the moral <br />component comes in. <br />Mr. Downes stated that it 1s an individual prcference, <br />not dictated by anyone else. Mr. Leone agreed. He <br />compared it to the way legislators get information on <br />topics they will vote on. <br />Mr. Blare stated that he believes that if Commissioners <br />are going to serve the public, they can do it from <br />someplace other than the actual public meeting. They <br />need to be permitted to tally to anyone who has <br />I <br />nformation they might need to male a wise decision. <br />31 <br />
