R, LLB} <br />:Mr. Inks noted that this follows the proposal <br />that was previously approved and accepted <br />by the Commission. It calls for a Phase I <br />planning effort for $50,000, including a fact <br />finding trip to South Bend by the consultant, <br />design cl arrette to be coordinated by the <br />consultant, preparation of a Master Plan and <br />presentation of that Master Plan. <br />Mr. Pcczko ski asked if the sites represented <br />by numbcrs on page 8 of the contract are the <br />only sites for Which planning will be done. <br />He noted that there are many other <br />businesses that consider thcros lvcs to be in <br />the East Bank area. Mr. Gibney responded <br />that the intent of the master plan is to look at <br />vacant or underutilized parcels and what <br />night be done With those sees. The plan Will <br />not address properties Where there is <br />currently an appropriate use. <br />Mr. Peczkowski noted that the Hall of Fame <br />and Century Center are represented by <br />numbers. He asked if they are considered <br />underutilized?
