It was <br />intended to be, since there is at least $82,500 <br />that is not specifically targeted to a specific <br />property, we know the properties that necd to <br />be acquired, we know the properties that <br />need to be demolished, and whcre the <br />relocation costs will be, but we know we <br />cannot fund them all. As you negotiate in <br />any situation, you are not exactly sure of the <br />order in which you may be able to acquire <br />properties or demolish them or relocate <br />people.
