Regarding the <br />$222,000 offer, who is doing the work and <br />why wasn't that competitively handled? <br />Mr. Leone: It's a different issue here. The <br />competitive bidding that this requires is to <br />the extent that these funds are used, are <br />contracted out by ITS, there must be <br />competitive bidding. IV's not this contract <br />itself that's being competitively bid. It is the <br />use of funds under this agreement that must <br />be competitively bid. <br />Mr. . King : I understand from reading in the <br />newspaper that the South Bend Common <br />Council actually took an action to <br />approprIa.te this am.o nt of money to ITS . <br />So, that's a decision that's already been sae <br />by the legislative body.
