REGULAR MEETING JUNE 13, 2011 <br /> <br /> <br /> <br />Councilmember Rouse, Chairperson, Community and Economic Development <br />Committee, reported that this committee met on this bill this afternoon and voted to send <br />to the full Council with a favorable recommendation. <br /> <br />th <br />Pam Meyer, Director, Community Development, 12 Floor County-City Building, 227 <br />W. Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Meyer advised that this bill would appropriate the third year funding for Weed & <br />Seed site #2 Northwest from the Department of Justice (DOJ). The grant award of <br />$157,000 is for the period of July 1, 2011 to June 30, 2012. She stated that these funds <br />are being used for programming related to the Weed & Seed required areas of Law <br />Enforcement, Community Policing and, Prevention, Intervention and Treatment <br />activities. The multi-year effort for Site #2 includes the continued programs/ activities of <br />police patrols, the time of a targeted prosecuting attorney, a home security program, an <br />ex-offender re-entry program, a performing/visual arts/theatre youth program, graffiti <br />clean-up and foreclosure prevention education. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />The following individual spoke in favor of the bill. <br /> <br />Noreen Deane-Moran, 716 W. Colfax, South Bend, Indiana, spoke in favor of the bill. <br />She stated that the Federal Government designates what the money can be spent for. She <br />used an analogy that if you are given money to buy red shoes you cannot buy a car <br />instead. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Varner seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 33-11 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND APPROPRIATING $1,708,707 FROM THE <br /> COMMUNITY DEVELOPMENT FUND (FUND <br /> 212) FOR THE NEIGHBORHOOD <br /> STABILIZATION PROGRAM 3 FOR THE <br /> PURPOSE OF DEFRAYING THE EXPENSES OF <br /> THE DEPARTMENT OF COMMUNITY AND <br /> ECONOMIC DEVELOPMENT OF THE CITY OF <br /> SOUTH BEND, INDIANA, AND DESIGNATED <br /> SUBGRANTEE AGENCIES FOR THE <br /> PROGRAM YEAR BEGINNING, MARCH 8, <br /> 2011, TO BE ADMINISTERED THROUGH THE <br /> DEPARTMENT OF COMMUNITY AND <br /> ECONOMIC DEVELOPMENT <br /> <br />Councilmember Rouse, Chairperson, Community and Economic Development <br />Committee, reported that this committee met on this bill this afternoon and voted to send <br />to the full Council with a favorable recommendation. <br /> <br />th <br />Pam Meyer, Director, Community Development, 12 Floor County-City Building, 227 <br />W. Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Meyer advised that this bill would allow for the appropriation of $1,708,707 in 2011 <br />Neighborhood Stabilization 3 (NSP3) funds for the three year period of March 8, 2011 – <br />March 7, 2014. This action allocates new funds in accordance with the 2011 Action Plan <br />and MSP3 Amendment of the Housing and Community Development Plan (HCD) <br />submitted to the Department of Housing and Urban Development on March 1, 2011.
