Sample-Ewing Central Development Area <br />() continued... <br />conditions and persistent use by vagrants, <br />those efforts have been frustrated by <br />continued trespassing and looting of the <br />property. The location of the west perimeter <br />fence along the South Bend Lathe property is <br />a contributing factor due to the lack of <br />visibility of that fence from the street. It's <br />too easy to cut the fence and get in or out. <br />Additionally, a temporary perimeter fence <br />will need to be installed during demolition, <br />so it's not unexpected. <br />Staff solicited two quotes from fencing <br />contractors for a seven foot fence. CalPro <br />fence quoted a price of $5,205. Michiana <br />Fence quoted a price of $4,875. Staff further <br />noted that earlier this week several deaths <br />and other accidents have occurred in <br />neighboring areas relating to individuals <br />attempting to steal scrap-metal and that we <br />need to have this fence erected immediately <br />to prevent similar instances from occurring <br />on the Commission's property, especially <br />considering the hazards inside the building <br />and evidence that current looting in the <br />building is happening despite our efforts. <br />Staff recommends accepting the quote of <br />Michiana Fence. <br />Mr. Peterson noted that by approving the <br />quotes at this time, the Commission will be <br />finding that an emergency exists, neces- <br />sitating the immediate construction of this <br />fence. <br />26 <br />
