Utilities Standing Committee <br />2©07 South Bend Common Cauncii <br />The June 25 , 2007 meeting of the Utilities Committee of the South Bend Common <br />Council was called to order by its Chairperson, Council Member Ervin Kuspa at 3:05 <br />p.m the Council's Informal Meeting Room. <br />Persons in attendance included Council Members Puzzello, Varner, Rouse, Kuspa, <br />Kirsits, White, and Kelly; Diana Hess, City Controller M. Catherine Fanello, Martha <br />Lewis, Mrs. Kopola, J. Edward Talley, Jamie Loo of the South Bend Tribune and <br />Kathleen Cekanski-Farrand, Council Attorney. <br />Council Member Kuspa noted that the Committee members include Council Member <br />Kirsits, Puzzello, Pfeifer and himself; and that J. Edward Talley is a citizen member. <br />Council Member Kuspa noted that there was a quorum of the Committee. <br />Bill No. 37-07 Ordinance Amending Ordinance No. 9672-06 Addressing Sewage <br />Works: <br />Council Member Kuspa called for a presentation on Bill No. 37-07 which would amend <br />Ordinance Na. 9C72-06 which authorized the acquisition and installation of certain <br />sewage works improvements; authorized the issuance and sale of additional revenue <br />bonds to provide funds for such costs; and the collection, segregation and distribution of <br />revenues (copy attached). <br />City Controller M. Catherine Fanello made the presentation. She noted that Assistant <br />City Attorney Aladean DeRose was to make the presentation, but that she would <br />present the Bill in her absence. <br />Ms. Fanello stated that Attorney Randy Rompola of Bakers Daniels drafted the <br />proposed Bill. Sewage works bonds not to exceed $56,380,000 were authorized by <br />Ordinance No. 9672-06 and were sold to the Indiana Bond Bank pursuant to the State <br />Revolving Loan Program. The proposed amendments would relate to obtaining the <br />consent of the Indiana Finance Authority and a formal recognition from a security <br />perspective. <br />Ms. Fanello noted in response to a question from Dr. Varner that this was basically a <br />security posting. <br />No one from the public spoke in favor or in opposition to the Bill. <br />Council Member Puzzello made a motion, seconded by Citizen Member Talley that Bill <br />No. 37-07 be recommended favorably to Council. The motion passed. <br />
