Staff Report <br /> APC# 2585-11 <br /> Owner: APC Initiated <br /> Location: Generally south of Angela Blvd, west of Twyckenham Drive, north of Lasalle <br /> Avenue and east of the St. Joseph River <br /> Jurisdiction: City of South Bend <br /> Requested Action: <br /> An Ordinance initiated by the Area Plan Commission on behalf of the Northeast Neighborhood <br /> Revitalization Organization amending and supplementing Chapter 21: Zoning Ordinance of the <br /> City of South Bend Municipal Code, as amended,.amending Article 6, Overlay and Special Use <br /> Districts by adding a new Section 21-06.03, "NNDA" Northeast Neighborhood Development <br /> Area Overlay Zoning District; and amending the zoning map of the City of South Bend to apply <br /> the new overlay district to an area generally ,known as Northeast Neighborhood Development <br /> Area(NNDA),City of South Bend, <br /> Land Uses and Zoning: <br /> On site: On site are single family homes zoned SF2 Single Family and Two Family <br /> District; the new St. Joseph High School site to be zoned SF2 Single Family and <br /> Two Family District; the State Road 23 corridor zoned MF1 Urban Corridor <br /> Multifamily District, MU Mixed Use District and GB General Business District; <br /> parts of the former Madison Center campus zoned CBD Central Business <br /> District; and Eddy Street Commons zoned PUD Planned Unit Development. <br /> North: To the north is the University of Notre Dame zoned U University District. <br /> East: To the east, across Twyckenham Drive, is the Coquillard Woods neighborhood <br /> zoned SF1 Single Family and Two Family District. <br /> South: To the south are single family homes zoned SF2 Single Family and Two Family <br /> District and various businesses on Colfax Street zoned MU Mixed Use District. <br /> West: To the west is the St. Joseph River. <br /> Additional information: <br /> An overlay district does not change the underlying zoning of any parcel within the boundary. <br /> The proposed overlay district will encourage high quality design to future buildings and site <br /> development, allow for development reviews to maintain the character of the neighborhood, and <br /> create a strong and cohesive neighborhood image. <br /> 5 Criteria(per IC 36-7-4603): <br /> 1.
