As you read the Bill, you will see that there is very little
municipalities can do anymore in the area of gun control. Enclosed is an Ordinance substantially
amending Chapter 13, Article 10 of the South Bend Municipal Code. For all practical purposes
the entire Article 10 of Chapter 13 has been wiped clean, and the attached Ordinance authorizes
the only restrictions that can be applied against members of the public, .
There will be a companion Ordinance in the near future concerning amendments to the
Zoning Ordinance. Two separate ordinances are employed because the changes in Chapter 13,
Article 10 will not have to go through the Area Plan Commission.
The new Statute will go into effect July 1, 2011, so your immediate attention is
appreciated.
I will present this Ordinance to the Common Council and will answer any Council
questions or concerns at the appropriate Committee meeting.
Very truly yours,
-` ornas L.
