PERSONNEL AND FINANCE MAY�2011 <br /> Committee Members Present: Tom LaFountain; Oliver Davis; Karen White; David <br /> Varner <br /> Other Council Members Present: Derek Dieter; Henry Davis; Ann Puzzello; Tim Rouse;AI <br /> Kirsits <br /> Others Present: Rita Kopala; Kathleen Cekanski-Farrand;Tony Trinka; <br /> Murray Miller; Gregg Zientara; Gary Gilot <br /> Agenda: Bill No. 11-31 — BPW"Block Party" Rules <br /> Chairperson LaFountain calied the Personnel and Finance Committee Meeting to order at 4:50 <br /> p.m. He stated that this bill was initiated by the Administration. The bill narrows the criteria, <br /> which must be met to allow the closing of a street for a block party. Fees have also been raised <br /> to better reflect the cost incurred by city departments once the permit is granted by the BPW. <br /> Chairperson LaFountain recognized Gary Gilot who proceeded to make the city's case for <br /> change. Gary said the number of requests had increased by over 50% in the past year. More <br /> importantly the original intent of the closure request, that is for a neighborhood party, had been <br /> lost. Birthday parties, reunions and such now represent the majority of request. Basically, they <br /> cannot be denied because the current statute allows them. So to avoid squabbles among <br /> neighbors and late night noise complaints and to treat everyone fairly the bar should be raised. <br /> � Tony Trinka advised collecting a security deposit, refundable if there are no problems. Murray <br /> Miller said the criteria needs more discussion and should be continued. Councilmember Varner <br /> moved to continue until May 23, 2011.
