Chairperson White who has led the Council effort to address quality of life issues in <br /> neighborhoods recounted the Council's effort to devise an effective sustainable plan to abate the <br /> scourge of graffiti on both public and private property. She noted that a special task force formed <br /> by the Mayor had suggested a plan for abatement. Having estimated a cost to implement the <br /> plan, the city was now ready to ask for funding approval. Karen reorganized Park Superintendant <br /> Phil St. Clair who then outlined the plan and explained the costs. Phil sought approval of nearly <br /> $200,000. The first year would involve$80-100K for equipment and about$100K for labor costs. <br /> Key to the plan is coordinate efforts among the Park Department, Police Department, and Code <br /> Enforcement. Parks would begin with "tagged" public property. Chief Boykins would coordinate <br /> reporting of graffiti and utilize the efforts of up to 11 youths hired to clean up private property. <br /> They would begin by June 13, 2011. Chief Boykins added that the public could report graffiti <br /> either on-line or a special hotline. <br />
