September 11, 2006 Zoning and Annexation Committee <br />Page 2 <br />Bill No. 06-83 Special Exception for '[323 & 1325 North Ironwood: <br />Council Member Kuspa called for a report from the Board of Zoning Appeals on <br />Bill No. 06-83 which would approve a special exception for the property located <br />at 1323 & 1329 North Ironwood. <br />Building Commissioner Don Fozo reported that the Board of Zoning Appeals <br />held a public hearing on the petition on August 17, 2006 and sends the request <br />to the Council with a favorable recommendation. He noted that the special <br />exception would permit off-site parking in an "OB" zoning district. <br />Michael J. Danch, President of Danch, Horner & Associates, Inc. with offices <br />located at 1643 Commerce Drive in South Bend made the formal presentation. <br />He noted that he represents Gregory and Alice Aldridge and Ironwood Family <br />Dentistry. The special exception will allow far the use of an existing off-site <br />parking area to service an existing dental office, a new office building for an <br />insurance agency, and a detective agency. He provided a preliminary site plan <br />to the committee {copy attached), <br />Council Member Kuspa stated that he does not believe that this will increase <br />traffic in the area. <br />Citizen Member Talley made a motion, seconded by Council Member White that <br />Bill No. 06-$3 be recommended favorably to Council. The motion passed. <br />Bill No. 06-96 Historic Preservation Proposed Expenditure: <br />Council Member Kuspa then called for a presentation on Bill Na. 06-96 which <br />would approve an expenditure of special funds by the Historic Preservation <br />Commission. <br />Citizen Member Talley and the Council Attorney collectively Hated that the <br />proposed resolution should be amended in the 2n~ and 4t~ Whereas clauses by <br />changing the citation to "Section 21-13.02Q)" and the same change in the cover <br />letter. <br />Council Member White made a motion, seconded by Citizen Member Talley that <br />Bill No. 06-96 be amended to reflect the proper municipal code citation. The <br />motion passed. <br />Catherine Hostetler, Director of Historic Preservation, made the formal <br />presentation. She noted that the South Bend Municipal Code requires that any <br />
