Rich Hill, Attorney for the DTSB BID formation process outlined the workings of the
revenue side of the BID as directed by state statute. He noted that the BID assessment
would be identified on and be a part of the property tax bills of BID properties. Failure to
pay the BID assessment by an owner, would result in a lien being placed on the property;
but would not be part of a tax foreclosure process as would failure to pay normal property
taxes.
Following Rich Hill's presentation and several questions by Councilrnembers, Kay
Walsh for DTSB introduced downtown stakeholders who spoke in favor of the BID
creation. These included John Stratigos, an owner of Barnaby's; Ted Foti -Vice
President of Memorial Hospital; Mark Tanner- South Bend Chocolate; Mirian Makielski,
owner, Bombay International; Roger Depoy, Holladay Corp.; Mary McClain, Director,
Transpo. Chip Lewis then summarized the presentation adding that public/private
partnerships made things happen.
Mayor Luecke offered the city's support.
Councilmember Kelly adjourned the meeting at 5:03 p.zn.
Respectfully submitted,
Rolarid Kelly, Chairperson
Community and Economic Development
JVlmbw
