South Bend Redevelopment Commission <br />Regular Meeting —May 24, 2011 <br />CARE of South Bend <br />Mr. Inks suggested moving item 6.C.(4) up on the <br />agenda to consider it at this time. It is the subject of <br />these two Communications. There was no objection and <br />the item was moved. <br />6. NEW BUSINESS <br />C. Airport Economic Development Area <br />(4) Request from Code Enforcement for <br />additional funds for construction of <br />Animal Shelter at 521 Eclipse Place <br />Mr. Downes said he believes that any <br />decision about privatizing the services of <br />animal control is the responsibility of the <br />Mayor, his administration and the Common <br />Council, not the responsibility of the <br />Redevelopment Commission. He agrees that <br />if they need to reevaluate the city's <br />commitment to providing its own animal <br />control, now is the time to do it. <br />Mr. Varner noted that the Council is not <br />questioning the quality of the South Bend <br />Animal Control operation. The St. Joseph <br />County Humane Society is building a new <br />facility. Perhaps it is time to consider again <br />having a combined facility. The anticipated <br />cost of $1,800,000 for South Bend's new <br />building may not be the final cost. Also, the <br />initial costs are minimal; the on -going <br />maintenance costs over the course of 20 or <br />30 years are extraordinary. He thinks the city <br />should evaluate the efficiencies of combining <br />operations with the Humane Society before <br />proceeding with constructing this new <br />facility. <br />Mr. Inks indicated that the Commissioners <br />10 <br />
