Samples collected to satisfy reporting requirements must <br />be based on data obtained through appropriate sam lin and <br />analysis performed during the period covered by the report , and be <br />based. on data that is representative of conditions occurring during <br />the re ortin eriod. <br />b. Except as indicated in Sections 3 and 4 below, the User <br />must collect samples using 24 -hour flow proportional composite <br />sampling _ techniques unless time- proportional composite sampling <br />� grab b op .. r d Y <br />�r or W,.,here time- <br />proportional sampling or ab sarn ling is athorized <br />by <br />the Director, the samples -must be representative of the discharge. <br />Using rotocols (including . appropri ate reservation specified in <br />40 CFR Part 136 and appropriate EPA guidance, multiple grab <br />samples collected during a 2_4Yhour period may be composited prior <br />to laboratory analysis as follows: for cyanide, total phenols and <br />sulfides the samples may be cam osited in the laboratory or in the <br />field; for volatile organic compounds and oil . and grease, the <br />samples -May be composited in the laboratory Grab samples may <br />he required to show compliance with Instantaneous Limits. <br />C. Samples for oil and grease temperature, pH, cyanide, total <br />phenols, sulfides, and volatile organic compounds must be obtained <br />using grab collection techniques. <br />d. For samt)liniz in support of baseline monitoring and 90 -day <br />compliance reports, a minimum of four 4 grab samples must be <br />used for _pH, cyanide, total phenols, oil and Zease, ,sulfide and <br />volatile organic cop Wounds for facilities for which no historical <br />sampling data are available. For Periodic Compliance Reports, <br />required by 17- 10(o)(4), the User is required to collect the number <br />of grab _samples necessary to assess and assure compliance with <br />applicable Pretreatment Standards and Requirements, <br />Date o Recei t o Re orts <br />Written reports will be deemed to have been submitted on the date <br />postmarked. For reports, which are not mailed, postage prepaid, into a <br />mail facility _ serviced by the United States Postal_ Service, the date of <br />54 <br />
