016DLZ <br />ENGINEERS • ARCHITECTS • SCIENTISTS <br />PLANNERS • SURVEYORS <br />December 16, 2010 <br />Mr. Michael Johnston, P.E. <br />Lawson - Fisher Associates P.C. <br />525 West Washington Avenue <br />South Bend, IN 46615 <br />RE: Proposal /Subconsultant Agreement for Right of Way Acquisition Services for the City of South <br />Bend Proposed Street and Development Plan for Main Street from Chippewa Avenue to Ireland <br />Road <br />Dear Mr. Johnston: <br />DLZ Indiana, LLC (DLZ) appreciates the opportunity from Lawson - Fisher Associates P.C. (LFA) to <br />provide this Subconsultant Agreement for Right of Way Acquisition Services for the City of South Bend <br />Proposed Street and Development Plan for Main Street from Chippewa Avenue to Ireland Road in St. <br />Joseph County, Indiana, in accordance with the attached Land Acquisition Map (Attachment A) and <br />Parcel Acquisition Table (Attachment B) provided by LFA. <br />SCOPE OF SERVICES <br />DLZ will furnish the services of qualified professionals including appraisers and buyers as required, to <br />perform the following tasks: <br />A. Appraisals <br />DLZ will obtain by subconsultant the following appraisal services: <br />1. Appraisal problem analysis to select the type and scope of appraisal to be performed. <br />2. Appraisals for each parcel based on the agreed appraisal problem analysis. <br />3. Appraisal reviews for each parcel resulting in a just compensation recommendation to be <br />approved by City of South Bend designated representative. <br />B. Negotiation (buying) and Acquisition Coordination Services <br />Negotiation (buying) Services <br />1. Upon approval of each parcel just compensation form by the City of South Bend, DLZ will <br />prepare preliminary conveyance documents, in accordance with legal descriptions and right -of- <br />way parcel plats prepared and provided by LFA. The preliminary conveyance documents will be <br />submitted by DLZ for review and approval by City of South Bend legal staff prior to <br />commencing negotiations with each owner. <br />2.
