REGULAR MEETINGOCTOBER 24, 2005 <br />Councilmember Rouse made a motion to continue this bill until the November 14, 2005 <br />meeting of the Council. Councilmember Dieter seconded the motion which carried by a <br />voice vote of seven (7) ayes. <br />BILL NO. 76-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA AMENDING CHAPTER 2, <br /> ARTICLE 1, SECTION 2-3.1 OF THE SOUTH <br /> BEND MUNICIPAL CODE TO MODIFY THE <br /> DATE OF THE MAYOR’S ANNUAL ADDRESS <br /> TO THE COMMON COUNCIL <br />Councilmember Dieter made a motion to consider the second substitute version of this <br />bill. Councilmember Varner seconded the motion which carried by a voice vote of seven <br />(7) ayes. <br />Councilmember Varner, Chairperson, reported that this Committee held a Public Hearing <br />on the second substitute version of this bill and sends it to the Council with a favorable <br />recommendation. <br />Councilmember David Varner, 1306 Clayton Drive, South Bend, Indiana, made the <br />presentation on this bill. <br />Councilmember Varner advised that these changes are being recommended to allow the <br />Mayor additional time and flexibility to prepare for the address to the Common Council <br />at the first regular scheduled Council meeting each February. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion to send the second <br />substitute version of this bill to the full Council favorably. Councilmember Rouse <br />seconded the motion which carried by a voice vote of seven (7) ayes. <br />BILL NO. 75-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AUTHORIZING THE CITY <br /> OF SOUTH BEND, INDIANA, TO ISSUE ITS <br /> ADJUSTABLE RATE DEMAND ECONOMIC <br /> DEVELOPMENT REVENUE BONDS FOR THE <br /> STANLEY CLARK SCHOOL, INCORPORATED <br /> AND APPROVING AND AUTHORIZING <br /> OTHER ACTIONS IN RESPECT THERETO <br />Councilmember Rouse made a motion to continue this bill until the November 28, 2005 <br />meeting of the Council.
