REGULAR MEETINGJULY 11, 2005 <br />pursuant to Indiana Code 5-3-1 and Indiana Code 6-1.1-12.1-2.5, said publication <br />providing notice of the public hearing before the Common Council on the proposed <br />confirming of said declaration. <br />SECTION IX. Pursuant to Indiana Code 6-1.1-12.1-2, the rehabilitation must meet all <br />local code standards for habitability as a specific condition of having such property be <br />designated as a residentially distressed area. <br />SECTION X. Pfeifer <br /> Member of the Common Council <br />Councilmember Ann Puzzello, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a Public Hearing on this bill this afternoon <br />and voted to send it to the full Council with a favorable recommendation. <br />Mr. Bernard Feeney, Registered Land Surveyor, 715 South Michigan Street, South Bend, <br />Indiana, made the presentation for this bill on behalf of D&H Home Builders, the owners <br />and developers of the Royal Oak Estates Subdivision. <br />Mr. Feeney advised that the petitioner proposes to build thirteen new single-family <br />homes on lots, 4, 8, 11, 12, 16, 18, 29, 34, 41, 42, 44 and 45 of Royal Oak Estates, <br />Section 1 subdivision. The homes will be between 1,700 and 3,000 square feet each with <br />three to four bedrooms on a full basement with a two car attached garage. The average <br />cost of each new home will be $200,000 making the total project cost in excess of <br />$2,600,000. <br />BILLS, FIRST READING <br />BILL NO. 42-05 FIRST READING ON A BILL AMENDING THE <br /> ZONING ORDINANCE FOR PROPERTY <br /> LOCATED AT 1951 E. FOX, COUNCILMANIC <br /> DISTRICT (5) IN THE CITY OF SOUTH BEND, <br /> INDIANA <br />This bill had first reading. Councilmember Puzzello made a motion to refer this bill to <br />the Area Plan Commission. Councilmember Kuspa seconded the motion which carried <br />by a voice vote of eight (8) ayes. <br />UNFINISHED BUSINESS <br />There was no new business to come before the Council at this time. <br />NEW BUSINESS <br />UPDATES FROM COUNCILMEMBER’S SERVING AS REPRESENTATIVES ON <br />OTHER COMMITTEES WHO HAVE MET WITHIN THE LAST TWO WEEKS <br />Councilmember Kelly, Joint Committee Member, College Football Hall of Fame, advised <br />that there was discussion about Arlington, Texas bidding to move the CFHF. However, <br />Councilmember Kelly stated that this was not the case and the CFHF will remain in <br />South Bend. <br />PRIVILEGE OF THE FLOOR <br />COMMENTS BY MR. JIM CIERZNIAK CONCERNING THE COLLEGE <br />FOOTBALL HALL OF FAME <br />Mr. Cierzniak, 1156 E.
