REGULAR MEETINGMAY 9, 2005 <br />Mr. Magliozzi, Assistant Director, Division of Community Development, 1200 county- <br />City Building, 227 W. Jefferson Blvd., South Bend, Indiana, made the presentation for <br />this Resolution. <br />Mr. Magliozzi advised that this is a voluntary annexation of contiguous territory in <br />Centre Township to the City of South Bend.The annexation is a 10.07 acre parcel of the <br />south side of Kern Road, approximately 1,600 feet west of U.S. 31 South. All public <br />improvements, if any, will be required to be done at the expense of the developer. <br />A Public Hearing was held on the Resolution at this time. <br />There was no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Kelly made a motion to adopt this <br />Resolution. Councilmember Dieter seconded the motion which carried and the <br />Resolution was adopted by a roll call vote of eight (8) ayes. <br />TH <br />COUNCIL DISTRICT UPDATES 5 DISTRICT COUNCILMEMBER DR. DAVID <br />VARNER <br />Councilmember Varner stated for those who are not aware where District 5 is located at <br />the southeast quadrant. If you stand on the corner of Ewing and Michigan and look due <br />south and due east, everything encompassed in that area within the City limits would then <br />essentially be District 5. Councilmember Varner advised that he would like to report that <br />everything is perfect but it isn’t. All is well, we will work on the perfection portion later. <br />As far as things that have happened recently, which are of interest in the District is that <br />the ambulance that had been stationed on Ireland Road, because of the closing of that <br />station, will soon be reassigned to District 5 and the central area of the district. They will <br />be able to provide emergency medical services to the area such as St. Paul and Ridgedale <br />th <br />Nursing Homes as well as the rest of the district. A large part of the 5 District is retired <br />folks and will be served well by this relocation. Construction reports for this month as <br />from the Building Department indicate that approximately six additional stores have <br />begun construction or have pulled permits for the Erskine Plaza Area. Encompassing <br />more than 150,000 additional square feet of retail. While this is not in District 5 it is in <br />District 6, Councilmember Kuspa’s area. Erskine Village as well as Erskine Plaza will <br />begin some official construction within the next couple of weeks. Final note on <br />additions, building permits have also been added recently to the Stone Hedge Area and in <br />th <br />the Royal Oak Area Subdivisions. Population growth is happening in the 5 District. <br />Logan’s Road House had their grand-opening at the Erskine Village site today, and gives <br />one more choice for restaurants in the southeast quadrant of South Bend. Now for the <br />areas that aren’t perfect. We still have way too many potholes. And it is time to begin to <br />repair and paving season. Councilmember Varner hoped that the City would be able to <br />find enough resources and manpower in the coming four to five months to accomplish <br />some of things that have had to wait in the past. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 7:30 p.m., Councilmember Dieter made a motion to resolve into the Committee of the <br />Whole. Councilmember Kuspa seconded the motion which carried by a voice vote of <br />eight (8) ayes. Councilmember Kelly, Chairperson, Committee of the Whole, presiding. <br />Councilmember Kelly explained the procedures to be followed for tonights meeting in <br />ã <br />accordance with Article 1, Section 2-11 of the South Bend Municipal Code and that <br />pamphlets were available to the pubic, which outline the Council rules and procedures, <br />and are located on the railing in the Council Chambers. <br />PUBLIC HEARINGS <br />9 <br /> <br />
