REGULAR MEETING APRIL 25,2005 <br />occurs in their neighborhoods. As it stands now zoning and annexation issues are <br />hopelessly tangled together in a process that is closed to most community policy. <br />Changes in the existing process need to be made to create strong communities and <br />promise responsible fiscal and tax policies. Mr. Gadacz stated that this letter was sent to <br />him by Representative Ryan Dvorak. Mr. Gadacz urged the Council to do the right thing <br />and vote with their hearts. <br />Mr. Tom Zmyslo, 51029 Portage Road, South Bend, Indiana, retired South Bend <br />businessman who owned and operated his business on the northwest side of South Bend <br />for thirteen (13) years. Mr. Zmyslo stated that this is a good project however, like stated <br />before its in the wrong place. Mr. Zmyslo quoted Ross Perot “If this country would pass <br />NAFTA, we would hear a huge sucking sound of all of our jobs being sucked out of this <br />country.” I would compare what he said to South Bend and to the sprawl going on in the <br />last 30 years, with all its residents and business who could not afford it have been sucked <br />out of the City and gone out into the suburbs. The only people who stay in South Bend <br />are the ones that can’t afford to move out. Mr. Zmyslo stated that his parents are still <br />living on the northwest side of South Bend, his in-laws just left the northwest side of <br />South Bend. The northwest side of South Bend has a lot of needs that are not being met. <br />As each ring of growth that develops on the outside edges of the City, another ring dies in <br />the center of the City. Leaving blight, crime, deterioration and stagnation, when will it <br />all end? Its high time that the City try to grow from within or is it too late. The City <br />policies of only promoting grow for not-for-profit, non tax paying entities have all but <br />killed chances of developing anything that pays taxes hence urban sprawl is the only <br />answer to a dying tax base. <br />Councilmember Kelly stated that the allotted time has expired for remonstrances. <br />Councilmember Varner made a motion to allow the next six remonstrators to speak <br />subject to the five-minute time limitation, and make their comments, so the hearing can <br />be completed. Councilmember Kuspa seconded the motion which carried. <br />Ms. Lita Johnson, 52825 Shellbark Road, South Bend, Indiana, stated that the Holladay <br />Corporation has painted a very elaborate picture of buildings for the proposed Waggoner <br />Farm Development. Ms. Johnson advised that she traveled to Portage, Indiana, to look at <br />the Ameriplex complex. She was very surprised to find that there was only one office <br />building that was not fully occupied. The landscaping was very sparse and the trails that <br />have been mentioned looked like paths or lanes or long driveways that led maybe to a <br />farm at one time and had stopped and there were weeds grown up around. Ms. Johnson <br />urged the Council to look long and hard at this development, she is not against growth for <br />the City, however, there are places that are more appropriate for this type of <br />development. <br />Mr. James A. Moritz, 23290 Adams Road, South Bend, Indiana, stated that he has lived <br />th <br />at that address for forty-nine (49) years.Mr. Moritz stated that his home is located 2/10 <br />of a mile from the northeastern edge of the section of Waggoner Farm that has been <br />requested to be rezoned.
