REGULAR MEETINGDECEMBER 11, 2006 <br /> DECEMBER 31, 2007, INCLUDING ALL <br /> OUTSTANDING CLAIMS AND OBLIGATIONS, <br /> AND FIXING A TIME WHEN THE SAME <br /> SHALL TAKE EFFECT <br />Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and sends it to the full Council <br />with a favorable recommendation. <br />th <br />Mayor Stephen J. Luecke, 14 Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana, made the presentation for this bill. <br />Mayor Luecke stated that this Ordinance is necessary to appropriate dollars to be <br />distributed to the College Football Hall of Fame and Century Center in 2007. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />Councilmember Varner stated that he would not be supporting this bill tonight. He <br />thanked the President of the NFF for coming forward and giving some background <br />information on the Hall. He further stated that the City of South Bend has done a lot to <br />show their support, the next step needs to come from the NFF. There needs to be some <br />significant monetary contribution on the NFF’s part. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill. Councilmember Pfeifer made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Dieter seconded <br />the motion which carried by a voice vote of eight (8) ayes and one (1) nay <br />(Councilmember Varner) <br />BILL NO. 85-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND TRANSFERRING MONIES FROM <br /> VARIOUS ACCOUNTS TO VARIOUS <br /> ACCOUNTS WITHIN DEPARTMENTS WITH <br /> THE VARIOUS FUNDS OF THE CITY OF <br /> SOUTH BEND, INDIANA, FOR THE YEAR 2006 <br />th <br />Councilmember Pfeifer made a motion to consider the 4 substitute version of this bill. <br />Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this <br />th <br />committee held a Public Hearing on this 4 substitute bill this afternoon and sends it to <br />the full Council with a favorable recommendation. <br />th <br />Rahman Johnson, Director, Financial Services, Administration and Finance, 12 Floor <br />County-City Building, South Bend, Indiana, made the presentation for this bill. <br />Mr. Johnson advised that due to unforeseen conditions that have developed since the <br />adoption of the existing budgets this bill would necessitate the transfer of monies to <br />certain accounts of various departments from adequate surpluses which are available and <br />not presently needed within other accounts within the same department. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Pfeifer made a motion for favorable <br />recommendation to full Council concerning this bill as substituted. Councilmember <br />Kelly seconded the motion which carried by a voice vote of nine (9) ayes. <br />5 <br /> <br />
