DFRow <br /> QTYATrORNFY CHJFF ASsisrANr C=AT mRNEY <br /> May 18, 2011 <br /> Mr. Derek Dieter, President <br /> South Bend Common Council <br /> 4a'Floor County-City Building <br /> South Bend, IN 46601 <br /> RE: Proposed Addition of a Parcel to the West <br /> Washington-Chapin Development Area Acquisition List <br /> 803 West Washington <br /> Dear President Dieter: <br /> Attached for the Common Council's consideration is a proposed resolution which <br /> approves an order of the St. Joseph County Area Plan Commission approving a declaratory <br /> resolution adopted by the South Bend Redevelopment Commission. <br /> This process began when the South Bend Redevelopment Commission (RDC) conducted <br /> a study and determined that it is necessary and beneficial to the orderly redevelopment of the <br /> West Washington-Chapin Development Area (WWCDA) to add an additional parcel to the <br /> WWCDA Acquisition List. Upon making this determination, the RDC passed a resolution <br /> declaring the necessity of adding this parcel. The declaratory resolution of the RDC was sent to <br /> the St. Joseph County Area Plan Commission (APC) for an order approving the RDC's action. <br /> The APC has approved the declaratory resolution. The APC's resolution is now submitted to the <br /> South Bend City Common Council for its approval. <br /> This property was originally built as a three story private residence for the William L. <br /> Kizer family. Mr. Kizer came to South Bend from Ohio in 1865. In 1869, Mr. Kizer formed a <br /> firm that conducted business in real estate, loans, and insurance, and made investments in <br /> Illinois, Indiana, and Michigan. <br /> Upon acquisition of this property, staff will work with South Bend Heritage Foundation <br /> for its adaptive reuse.
