But, we have to want to be what the creator made us to <br />be. <br />Stuart Clark, 1860 St. Michaels Court, South Bend, Indiana, stated that he has lived there <br />for three years, grew up in the New Carlisle area, a small town. He knew of one <br />homosexual individual in that town. The whole town knew about it, he worked in the <br />Library. He never knew what happened to him. Mr. Clark stated that he worked for over <br />forty years electrician, and he worked with a man, that he heard was homosexual. He did <br />not abuse him, he talked with him about the job and job related work. Mr. Clark stated <br />that over time he made some signs in reference to a code that he heard about. Mr. Clark <br />stated that he is concerned about the folks that believe that they are locked in. Mr. Clark <br />referenced a book Psycho-Cybernetics written by Maxwell Maltz, written in 1960, it is <br />still on the bookshelves, he saw that with two upgrades probably since computers have <br />become so popular. The opening statement that he made in the book that’s all he had to <br />read was “we are what we think we are” and of course this man was a plastic surgeon, <br />who worked with famous, beautiful, handsome people who wanted him to change their <br />faces. But he discovered what they really needed was for them to take a different look at <br />themselves and do some analysis, with counseling; he understands that, they could <br />change without the surgery.Another reference is the 7 Habits of Highly Effective <br />People. Mr. Clark referenced a couple of words out of that book: “For every impulse we <br />have as Human Beings we are not dogs, we have the ability, really the privilege, of <br />making a choice. We make a choice for every impulse comes into our lives. He had to <br />make a choice to get out of the chair he was sitting in to come up here to speak. But he <br />thought that if he doesn’t speak now, shame on him. He stated that he sees a <br />deterioration in this country, that has come along ever since, he guessed, Judge Black, <br />who decided to take religion out of politics, the separation of church and state. This has <br />been implied in so many of these cases that now Christians cannot even speak for <br />themselves hardly, on the street. The other reference is of course the Ten <br />Commandments. He looked at the civil law side of it, a mans property rights were <br />protected in that, Though shall not steal, his life is protected, Though shall not murder, <br />his family and wife were protected, They were not to commit adultery. But the thing <br />that really impressed him about that was before it was written, it was written with a <br />promise, God had told these people if you will do these things, I will put none of these <br />diseases upon you, and this is what happened with the Nation of Israel for centuries as <br />long as they were obedient, they didn’t have any diseases. When they went the way that <br />our country is going, they became rampant with diseases and went into slavery. One <br />more thing under the constitution, were are under that umbrella, you are supposed to <br />promote the general welfare, not the specific favors. <br />Luke Bruner, 5818 Winamar Drive, Apt 3-A, Mishawaka, Indiana, stated that he is a <br />student at Holy Cross College. Thanked the Council for letting him address them today. <br />The issue at hand that he would like to address is the addition of sexual orientation to list <br />of causes that a person may not be discriminated for in the City of South Bend. This <br />issue is an emotionally charged one, yet he believes that many people here tonight agree <br />with him, that when it comes to writing public policy, it is always better for cooler heads <br />to prevail. Indeed it is always best for logic and reason to guide us when policy and law <br />are being framed. He also believes that it is best for policy to be clear and concise and to <br />say what it really means and implies. Indeed it would be foolish if a lawmaker were to <br />write our policy shall be to do this, when he or she really intended our policy should be to <br />do that instead. He examined the term sexual orientation in a big greater detail. This <br />term seems to be inclusive term, encompassing all sexual orientations, however, yet it <br />appears that the intention of this legislation and what people here tonight want is not to <br />encompass all sexual orientations, but in fact only some sexual orientations. If one <br />consults any number of organizations such as the American Psychological Association, <br />one encounters a rather exhaustive list of sexual orientations, these include <br />heterosexuality, pedophilia, homosexuality and a very long list that went on for quite a <br />few pages. Mr. Bruner stated that he quit looking after three. He stated that he is quite <br />sure that this City does not want to mandate by force of law, that day care providers may <br />not discriminate against persons with a pedophiliac sexual orientation. Mr. Bruner stated <br />that he hopes that he is not mistaken, that this Council is in favor of such a thing, please <br />correct him. It seems then to a reasonable person, that an inclusive and all encompassing <br />term is being used, when what is really meant is homosexual, bi-sexual, trans-gendered <br />30 <br /> <br />
