REGULAR MEETING JULY, 10, 2006 <br />pamphlets were available to the public, which outline the Council rules and procedures, <br />and are located on the railing in the Council Chambers. <br />PUBLIC HEARINGS <br />BILL NO. 27-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 19, <br /> ARTICLE 3 OF THE SOUTH BEND <br /> MUNICIPAL CODE TO PROVIDE FOR <br /> ENACTMENT OF PARK RULES <br />Councilmember Puzzello made a motion to continue this bill until the July 24, 2006 <br />meeting of the Council and refer to the Parcs Committee. Councilmember Dieter <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br />MOTION TO HEAR BILL 38-06 BEFORE BILL NO. 29-06 <br />Councilmember Varner made a motion to hear Bill 38-06 before Bill 29-06 due to the <br />expected length of the public hearing for Bill 29-06. Councilmember Rouse seconded the <br />motion which carried by a voice vote of nine (9) ayes. <br />MOTION TO HEAR BILL 29-06 THEN BILL 38-06 DUE TO THE ABSENCE OF <br />THE PRESENTER <br />However, due to the presenter of Bill 38-06 not being present at this time, a motion was <br />made by Councilmember Varner to hear Bill 29-06 and then Bill 38-06. Councilmember <br />Kuspa seconded the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 29-06 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING VARIOUS <br /> SECTIONS OF ARTICLE 9, OF CHAPTER 2 OF <br /> THE SOUTH BEND MUNICIPAL CODE <br /> ADDRESSING THE HUMAN RIGHTS <br /> ORDINANCE BY THE INCLUSIONS OF NEW <br /> PROVISIONS ADDRESSING GENDER <br /> IDENTITY AND SEXUAL ORIENTATION <br />Councilmember Puzzello made a motion to hear the substitute version of this bill. <br />Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />Councilmember Charlotte D. Pfeifer, Chairperson, Personnel and Finance Committee, <br />reported that this committee held a Public Hearing on this bill this afternoon and voted to <br />send it to the full Council with an unfavorable recommendation. <br />Councilmember Charlotte D. Pfeifer and Councilmember Roland Kelly were co-sponsors <br />of this bill and made the formal presentation along with City Attorney Charles Leone and <br />Executive Director of the South Bend Human Rights Commission Lonnie Douglas. <br />Roland Kelly, 1325 E. Wayne Street, South Bend, Indiana, stated that he is very honored <br />to be a co-sponsor to this bill. He noted that this has been a very testy issue, a lot of <br />debate both pro and con. He stated that he has had a number of calls and e-mails that he <br />has received regarding this issue. In every case they were respectful of his opinion, even <br />when they disagree with him. <br />Charlotte D. Pfeifer, 1013 W. Washington, Street, South Bend, Indiana, stated that she <br />has had a lot of meetings with the Council, and noted that they don’t always agree, <br />however, they get along pretty well actually, even when they don’t agree. She stated that <br />she has every faith that tonight the Council is going to do the right thing. She stated that <br />this is to those who she thinks needs to listen to her. She stated that it is an honor and a <br />pleasure to address everyone this evening.Councilmember Pfeifer stated that there is a <br />2 <br /> <br />
