REGULAR MEETING FEBRUARY 13, 2006 <br />St. Joseph County has a diverse economic mix of employment opportunities which are <br />instrumental and dependent on interstate commerce which utilize the Indiana Toll Road, <br />as evidenced by the upcoming listing of largest employers in St. Joseph County, <br />St. Joseph County has approximately 136,990 workers, with the largest employers being: <br />University of Notre Dame 4,802 employees <br />Memorial Health Systems: 3,493 employees <br />South Bend Community School Corporation 3,303 employees <br />Saint Joseph Regional Medical 2,935 employees <br />The Diocese of Fort Wayne/South Bend 2,500 employees <br />AM General 2,151 employees <br />St. Joseph County 1,750 employees <br />Martin’s Supermarkets 1,484 employees <br />City of South Bend 1,400 employees <br />Indiana University of South Bend 1,300 employees <br />St. Joseph County, as well as La Porte County, should be included among ALL of the <br />Toll Road counties which may benefit if the “Major Moves” legislation and its <br />accompanying 75-year toll road lease, if it is determined by the Indiana General <br />Assembly to be in the best interests of the Hoosier state. <br />Section IV. The South Bend Common Council urges the Indiana General Assembly to <br />incorporate appropriate amendments to assure that ALL toll road counties are included in <br />the final version of such proposed legislation prior to a vote as to its ultimate disposition. <br />To do otherwise, would be a disservice to the citizens and businesses of St. Joseph and La <br />Porte Counties, and would negatively impact the overall vitality of this critical area of the <br />State of Indiana. <br />Section V . In light of the fact that time is of the essence on proposed legislation <br />currently pending in the Indiana General Assembly, the South Bend Common Council <br />directs the Office of the City Clerk to send a copy of this Resolution electronically, via <br />facsimile and/or via mail, upon its adoption to the South Bend Common Council to the <br />sponsors of the Major Moves proposed legislation in both the House and the Senate, to <br />the Committees which have or plan to hold hearings on said legislation, as well as to each <br />of the State Representatives and State Senators who represent a portion of the City of <br />South Bend; with copies also being sent to the Commissioners of St. Joseph and La Porte <br />Counties. <br />Section VI. This Resolution shall be in full force and effect from and after its adoption <br />by the Council and approval by the Mayor. <br />stth <br />s/Derek D.
