� <br /> �� COUNCIL RULES APRIL 11, 2011 <br /> INFORMATION AND TECHNOLOGY <br /> Council Rules Committee Members Present: Derek Dieter; Ann Puzzello; David <br /> Varner; Oliver Davis <br /> Information and Technology Committee <br /> Members Present: David Varner; Henry Davis; Tom LaFountain; AI Kirsits <br /> Other Councilmember's Present: Karen White, Tim Rouse <br /> Other's Present: Lynn Coleman; Glenda Rae Hernandez; Catherine Toppel, Kathleen <br /> Cekanski-Farrand; Gary Gilot; Mayor Stephen Luecke; Aladean DeRose <br /> Agenda: Bill No. 75-10—Council Procedures <br /> Council President Derek Dieter gave a brief summary of the genesis development and necessity <br /> of this bill beginning just over 18 months ago. He said what began as a perceived simple <br /> violation of decorum, that is a Councilmember using electronic devised during a public meeting <br /> had developed into the need for a formal codified bilL <br /> Council Attorney Kathleen Cekanski-Farrand who researched what other legislative bodies were <br /> doing around the state and the country said the bill was written in concert with the city's legal <br /> department. As written, the ban on the use of electronic devices would apply to not only the <br /> Council; but all city boards and commissions. Karen White asked if the proposed ordinance had <br /> gotten any negative feedback and was assured it had not. Henry Davis, the Councilmember at <br /> whom the bill seemed to be directed asked if an when other devices such as laptops or i-pads <br /> could be acquired for the Council. President Dieter said Bob Allen, Director of IT would be in <br /> touch with each Councilmember to hear and assess their needs. Councilmember Oliver Davis <br /> expressed concern about sanctions in the bill, and lack of written policy for the use of these <br /> devises. <br /> Upon a motion by Councilmember LaFountain and a second by Councilmember Kirsits which all <br /> affirmed the bill was sent to the Council favorably. <br /> Under miscellaneous matters, Councilmember Varner expressed concern over the rules <br /> governing group homes asking Council Attorney Kathleen Cekanski-Farrand to research the <br /> issue stating registration of homes was necessary at the very least. <br /> There being no further business to come before the Rules Committee at this time, President <br /> Dieter adjourned the meeting at 4:12 p.m. <br /> Respectfully Sub itted, <br /> � <br /> Derek D.
