December 7, 2009 City of South Bend Community and Economic Development 1200 County -City Building South Bend, IN 46601 Attn: Bill Schalliol RE: PROPOSAL FOR CORRIDOR ANALYSIS OF WILLIAM STREET & LAFAYETTE BOULEVARD TWO -WAY CONVERSION Dear Bill: Thank you for contacting Wightman Petrie, Inc. (WPI) regarding the traffic evaluation and striping plans for the William Street and Lafayette Boulevard Two Way Traffic Study Area. With the completion of the conceptual streetscape improvements in the study area, the corridor analysis should now be prepared before the City implements two -way traffic on both William Street, and Lafayette Boulevard Keeping that in mind, we are very pleased to provide you with the following proposal for your consideration: PROJECT UNDERSTANDING WP understands the City of South Bend would like to convert both William Street and Lafayette Boulevard from one -way streets to two -way streets. In order to insure this is done properly, the City desires a corridor analysis be performed to determine the best configuration of the new roadways. This analysis would need to include traffic modeling of the two corridors along with an evaluation of the existing infrastructure, including existing signal equipment. As part of the final report, recommendations will need to be made as to the recommended traffic control at the intersections within the study area (i.e. traffic signal, 4 -way stop, etc.), along with a striping plan for the two roadways. The City also desires an estimate of the cost to implement the plan. A preliminary estimate will also need to be prepared to serve as a place holder in the City's annual budget.
