The use in this particular quadrant of the City has historically <br /> been light industrial, retail and office space. This special use exception will not negatively <br /> impact this area. The special use exception will further enhance this area. <br /> The proposed use is compatible with the recommendations of the City of South Bend <br /> Comprehensive Plan. The area is in the downtown district. The special use exception will bring <br /> more foot traffic to the downtown area. The anticipation would be that more traffic would <br /> generate more revenue for the local business in the downtown district as well as more <br /> attendees for the Coveleski Stadium. This special use exception is intended to engage a larger <br /> population of people in the downtown area.
