REGULAR MEETING JANUARY 10, 2011 <br /> PUBLIC HEARINGS <br /> BILL NO. 85-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING $276, 780 <br /> WITHIN FUND 212 FROM THE U.S. <br /> DEPARTMENT OF HOUSING AND URBAN <br /> DEVELOPMENT SHELTER PLUS CARE <br /> GRANT PROGRAM <br /> Councilmember LaFountain, Chairperson, Personnel and Finance Committee, reported <br /> that this committee held a Public Hearing on this bill this afternoon and voted to send it <br /> to the full Council with a favorable recommendation. <br /> Ms. Pamela Meyer, Director, Community Development, 12th Floor County-City <br /> Building, 227 W. Jefferson Blvd., South Bend, Indiana, made the presented for this bill. <br /> Ms. Meyer advised that this bill would appropriate $276,780 in renewal funding under <br /> the Shelter Plus Care Program (SPC) in three separate renewal grants. She noted that the <br /> City serves as a fiscal agent and recipient of funds for the eligible agency as determined <br /> by HUD, to be the recipient of the SPC dollars. The funding allocated provides support <br /> for sponsor based rental assistance for housing severely mentally ill clients. These grants <br /> historically have been awarded to Madison Center. Earlier this year an ordinance for a <br /> Madison Center appropriation was submitted and then pulled based on the changes <br /> occurring at Madison Center. Since the, Madison Center has relinquished their status as <br /> the Community Health Center for St. Joseph County, Indiana and, has submitted written <br /> notification to HUD they can no longer continue as the sponsoring agency for SPC. The <br /> new Community Health Center designation is with Oaklawn Psychiatric Center who has <br /> submitted written notification of their willingness to be the SPC grant sponsor. <br /> Correspondence with HUD indicated the submission of these letters is sufficient to do the <br /> transfer of sponsorship and funds. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents <br /> and opponents were given an opportunity to be heard. <br /> There being no one present wishing to speak to the Council either in favor of or in <br /> opposition to this bill, Councilmember Dieter made a motion for favorable <br /> recommendation to full Council concerning this bill. Councilmember Oliver Davis <br /> seconded the motion which carried by a voice vote of nine (9) ayes. <br /> BILL NO. 86-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 14.5, <br /> ARTICLES 1 AND 2; ADDING ARTICLE 4 OF <br /> THE SOUTH BEND MUNICIPAL CODE <br /> ADDRESSING AFFIRMATIVE ACTION <br /> PROCEDURES <br /> Councilmember Dieter made a motion to continue this bill until the February 14, 2011, <br /> meeting of the council. Councilmember Oliver Davis seconded the motion which carried <br /> by a voice vote of nine (9) ayes. <br /> Councilmember Rouse, Chairperson of the Community and Economic Development <br /> Committee advised that the Community and Economic Development Committee will <br /> meet on Monday, January 17, 2011 at 10::30 a.m. in the Council Informal Meeting <br /> Room, 4th Floor County-City Building, 227 W. Jefferson Boulevard, South Bend, <br /> Indiana, to discuss Bill No. 86-10. <br /> 2 <br />
