,r.J
;. .`r.
,
r -.
, '
rt
- - COUNCIL RULES and INFORMATION & TECHNOLOGY
FEBRUARY 28,2011
Council Rules: Committee Members Present: Derek Dieter; Ann Puzzello; David Varner;
Oliver Davis
Information &Technology Committee Member's Present: David Varner; Henry Davis, Tom
LaFountain; AI Kirsits
Other Council Members Present: Karen White
Others Present: Ralph Acito; Rita Kopala; Pete Helland; Chuck Leone;
. Mayor Stephen Luecke; Gary Gilot; Don Inks; Gregg
Zientara
Agenda: Bill No. 75-10 Council Procedures
This bill would regulate the use of electronic communications devices at public meetings. While it
 original focus was on council procedures it became a review of policies regarding all public
meetings in the city. Council President Dieter asked the bill, still under review be continued be
continued until the meeting of March 29''. David Varner, Chairperson, Information &Technology
Committee, chairing the days hearing noted the request would be put before the Council at
tonight's meeting. There was no objection. David Varner took up the second item on the
agenda. He explained he had invited Peter Helland from Public Access Michiana(PAM)to brief
the Council on the status of their quest to provide a public access portal for the community. Peter
stressed the point that PAM was not trying to control a public access programming; but only
facilitate its re-creation. He said the$65,000 set aside for that purpose was critical and needed to
be appropriated for the purpose. Both Councilmember White and Puzzello stated their feelings
that other units of government pitch in as well. Peter said he felt support from Mishawaka might
be forthcoming with the support of their new Mayor. President Dieter spoke in support urging
PAM work with WNIT.
Their being no further business to come before the Council Rules Committee and the Information
&Technology Committee, Chairperson Varner adjourned the meeting at 3:39 p.m.
Respectfully Submitted,

David Varner, Chairperson
Information &Technology Committee
