The Mayor <br /> explained the continuing efforts to achieve efficiencies in the delivery of services. He said the <br /> restructure in the SBPD results in opening a spot for a new police officer while keeping the <br /> forensic lab experience of another. The critical CSO plan implementation requires the creation of <br /> a full time slot for someone now sharing responsibilities with the WWTP. A pay increase is <br /> required to recruit a zoo veterinarian. The water techs previously compensated .30 per hour to <br /> monitor water flow in their off hours would have their incentive pay reinstated. <br /> After Council discussion Oliver Davis moved for a favorable recommendation. Karen White <br /> offered a second and all affirmed. <br /> Bill No. 11-15 <br /> This resolution is in opposition to Senate Bill 590 regarding immigration reform. This resolution, if <br /> passed, would be sent to the Indiana state Senate to voice opposition to the passage of any <br /> measure to target and deport illegal immigrants without cause. <br /> Councilmember's White and Oliver Davis both urged strong support for the measure. They spoke <br /> of racial profiling and discriminatory targeting based on physical appearance. They also spoke <br /> about an unintended negative economic impact this would have on area families and businesses. <br /> Councilmember Varner noting the bill would not allow random profiling; but would only be applied <br /> when there as"just cause." Councilmember Varner asked County Attorney Kathleen Cekanski- <br /> Farrand to explain the"reasonable suspicion" standard? She said it was the lowest in the <br /> actionable categories. <br />
