�� <br /> � .���.� <br /> PARCS—MARCH 14, 2011 <br /> Committee Members Present: Ann Puzzello, Chairperson; Timothy Rouse, Vice- <br /> Chairperson; Oliver Davis <br /> Other Council Members Present: Derek Dieter; Karen L.White; David Varner; Henry <br /> Davis, Jr.;Tom LaFountain <br /> Others Present: Major Bob Webster; Major Collette Webster; Gary Gilot; <br /> Mayor Stephen Luecke; Patti Phillips; Rita Kopala; <br /> Gregg Zientara <br /> Agenda: Bill No. 06-11 —Appropriation—Kroc Center <br /> At Councilmember's Puzzello request, the Mayor presented the specifics of Bill No. 06-11. This <br /> bill asks the council to appropriate$1.5 received from the state to help establish the$10 million <br /> dollar endowment fund to be dedicated toward the operating fund. At a previous meeting the first � <br /> $500,000 from the state was appropriated by the Council. The remaining $1.5 million would be <br /> received in due course. This is what was to be appropriated in Bill No. 06-11. <br /> Major Bob Webster of the Salvation Army made a brief progress report on the construction of the <br /> Kroc Center. <br /> Councilmember Rouse asked if the City needed to come back to the Council for further action. <br /> The Mayor said no. Councilmember Dieter suggested the Oliver family be commemorated <br /> somehow in that this was J.D. Oliver Park at one time. <br /> Citizen Member Kyle Chamberlin asked who would manage the endowment fund? <br /> Bob Webster said the national Salvation Army office would serve as fund manager. They will <br /> provide a guarantee of 5% of the$10 million annually for operating expenses of the Center. <br /> Councilmember Oliver Davis motioned favorably. Councilmember Rouse seconded.
