So much of such 'cost as shall be equivalent to the construction of an ade- quate local sewer not adapted to:receive sewage from collateral drains or sewers-; if guilt along the proposed line as hereinabove set forth, shall be paid by the. abutting property holders and the City of Soutii Bend, if it be determined that said City, is .benefitted by said sewer in the same manner and to the same extent as local sewers, are paid for by them under the Statutes in such cases made and provided. 20 The excess of cast over and above W11€tt would be equivalent to the -host of a local sewer, if built along said line, shall be assessed against each piece of property in the. dittriet or area to be drained and against the City, if it be deter- mined that the said City iO benef'itted by the said sewer, according to the ma,ru er and method prescribed by law, all of the property be-ieficially affected lies within the f011oving described territ-ory in the City of South Bend, County�of St. Joseph and State of Indiana, to-vTit:- Beginning on the south line of La Salle Avenue anri the, first alley west of Michigan.
