STAFF REPORT April 7, 1997 Familv & Children's Center Properties ManaQement, Inc. 1756-97 Location: on the east side of Fellows Street, approximately 150 feet north of the intersection of Wenger and Fellows Streets City of South Bend REQUESTED ACTION: The petitioners are requesting a zone change from "B�� Residential, '�A'� Height and Area �o "PHC" Professional/Health Care to allow a medical clinic. EXISTING LAND USE: The property contains vacant land. SURROUNDING LAND USE AND ZONING: Located to the north is the Family and Children's Center zoned "B" Residential, "B" Height and Area; ta the east are single family homes zoned "B" Residential, "B" Height and Area; to the south is vacant land zoned "B" Residential, "B" Height and Area and "C" Commercial, "E" Height and Area; and to the west is vacant land zoned "B" Residential, "B" Height and Area. ACCESS: Access to the site is from Fellows Street and the Family and Children's Center. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: The drainage has not been addressed by the petitioner. SITE DATA: The total site to be rezoned is 2.8 acres. Of that, the building will occupy 17, 000 square feet, or 13.5 percent of the site; future . expansion of the building will occupy 4,000 square feet, or 3 percent of the site; the parking and drives will occupy 1.1 acres, or 40 percent of the site; and 1.2 acres or 43.5 percent of the site will remain as open space. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or environmental hazard areas are present. SITE PLAN: The site plan is preliminary. AGENCY COMMENTS: PRELIMINARY STAFF RECOMMENDATION: Based on information available prior to the public hearing, the Staff recommends that this petition be sent to the Common Council with a favorable remmendation, subject to a final
