LUECKE,MAYOR <br /> OFFICE OF ADMINISTRATION & FINANCE <br /> GREGG D.ZIENTARA, CITY CONTROLLER <br /> January 6, 2011 <br /> Mr. Derek Dieter <br /> President, South Bend Common Council <br /> 4�h Floor, County-City Building <br /> South Bend, IN 46601 <br /> Re: Substitute to Bill 87-10 Ordinance of the Common Council Authorizing Certain New Position Titles <br /> and Setting the Maximum Salary Compensation to be paid to Certain Non Bargaining Position <br /> Amending the 2010 Salary Ordinance for Non Bargaining Employees <br /> Dear President Dieter: <br /> On December 6, 2010, City Administration submitted Bill 87-10, for the purpose described in the subject <br /> matter to this correspondence. � <br /> Herewith, City Administration presents a Substitute to Bili 87-10 to incorporate certain additional positions <br /> whereby salary"equity" discrepancies exist due to changes to position roles & responsibilities subsequent <br /> to the original filing of Bill 87-10. <br /> This correspondence will provide the specifics of the additional positions added to Substitute Bill 87-10. <br /> The original December 6 Bill filing included the following information as follows: <br /> "City Administration submitted Bill No. 59-10, proposed Ordinance Fixing Salaries and Wages for <br /> Appointed Officers and Non-Bargaining Employees of the City of South Bend for Fiscal year 2011, on <br /> September 8, 2010. <br /> Bill 59-10, as amended on September 23, and September 29, for reading and vote at the September 30, <br /> 2010 Council Meeting was defeated by Council vote at the September 30, 2010 Council Meeting. As a <br /> result of the defeat of bill 59-10, the 2010 Salary Ordinance for Non-Bargaining and Appointed Officers <br /> will continue in force during 2011, unless amended by Council action. <br /> At the September 30 Council meeting, certain Council members requested that City Administration submit <br /> a new bill for 1S� Council read at the December 13 Council Meeting with 2"d read, public hearing, 3`d read <br /> and Council vote at the 1S�Council meeting in 2011. This bill would include City Administration request for <br /> new titles, new positions and certain position salary compensation levels increased from the 2010 Salary <br /> Ordinance compensation level for positions where job responsibilities have increased beyond the job <br /> responsibilities defined in the 2010 Salary Ordinance. <br />
