REGULAR MEETING July 9, 2018 <br /> CAPITAL FUND (#287), $219,930 FROM <br /> SEWAGE WORKS OPERATING (#641), $150 <br /> FROM 2011 SEWER BOND (#659), AND $7,500 <br /> FROM 2012 SEWER BOND (#661). <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 30-18. Councilmember Jake Teshka <br /> seconded this motion which carried by a roll call vote of eight (8) ayes. <br /> RESOLUTIONS <br /> BILL NO. <br /> 18-26 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING A PETITION OF THE AREA <br /> BOARD OF ZONING APPEALS FOR THE <br /> PROPERTY LOCATED AT 1235 W NAPIER <br /> Councilmember John Voorde made a motion to continue Bill No. 18-26 to the July 23rd, 2018 <br /> meeting of the Common Council. Councilmember Regina Williams-Preston seconded this motion <br /> which carried by a voice vote of eight(8) ayes. <br /> 18-28 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, IN <br /> SUPPORT OF THE CITY ENGAGEMENT & <br /> EMPOWERMENT TEAM'S APPLICATION TO <br /> THE CITIES OF SERVICE "LOVE YOUR <br /> BLOCK" GRANT OPPORTUNITY FOR THE <br /> "LEADING IN NEIGHBORHOOD <br /> CONNECTIONS" PROGRAM. <br /> Councilmember Karen White, Chair of the Residential Neighborhoods Committee, reported that <br /> they met this afternoon and send this bill forward with a favorable recommendation. <br /> Alkeyna Aldridge, Director of Engagement and Economic Empowerment with offices on the 141h <br /> floor of the County-City Building, South Bend, IN, served as the presenter for this bill. Ms. <br /> Aldridge stated, I am really excited to be before you, tonight, to present this opportunity. As you <br /> know, Government is being asked to do more than the basics and, in my new role, we are asking <br /> private partners to do more. I think we all have a lot to learn from what residents are already doing <br /> in that regard. This grant opportunity is specifically related to resident-driven projects and <br /> programs that speak to blight elimination in cities. It's a national program and we are looking to <br /> replicate that here and localize it a bit. What we learned from a West Side neighborhood meeting <br /> as I was presenting on what we look forward to doing in neighborhoods in the next few years, is <br /> that it is all just not enough. That came across pretty clearly and the issues are really big. We are <br /> a small community with a finite amount of resources and the resident response to that was if the <br /> City can't do it, we will do it ourselves. This grant opportunity is saying what our residents are <br /> already doing that the City can scale up and support and learn from. LINK is named and formed <br /> by West Side residents and it is really a program that teaches residents to do small scale rehab and <br /> repairs on their home so that we can preserve the housing stock remaining in many of the <br /> neighborhoods that have been impacted by blight elimination. We need to honor and recognize <br /> those legacy residents there and help scale up their efforts across the City. We are hoping to win <br /> $25,000 and if we do win,we will come back to you and ask for a match so that we can do it City- <br /> wide. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 18-28.
