BILL NO. 18-28 <br /> RESOLUTION NO. H-0 <br /> U O <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA, IN SUPPORT OF THE CITY ENGAGEMENT & EMPOWERMENT TEAM'S <br /> APPLICATION TO THE CITIES OF SERVICE "LOVE YOUR BLOCK" GRANT <br /> OPPORTUNITY FOR THE "LEADING IN NEIGHBORHOOD CONNECTIONS" <br /> PROGRAM. <br /> WHEREAS, the City of South Bend recognizes that neighborhood engagement is crucial to the <br /> vitality of our community; and <br /> WHEREAS, 82% of housing units in South Bend were constructed before 1979 and the City <br /> shares many of the housing struggles often associated with post-industrial cities, including a <br /> widespread need for small home improvements; and <br /> WHEREAS, residents of four neighborhoods on the west side of South Bend have demonstrated <br /> that engaged neighborhoods can work collectively to address ailing housing stock; and <br /> WHEREAS, the facilitation of neighborhood engagement and promotion of technical expertise <br /> through Leading in Neighborhood Connections (LILAC) would expand residents' ability to work <br /> collectively and make minor home repairs. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND,INDIANA, as follows: <br /> SECTION I: The Common Council of the City of South Bend, Indiana is in full support of the <br /> City of South Bend Engagement& Empowerment team's application to the Cities of Service <br /> Love Your Block grant opportunity <br /> SECTION II: The Common Council further believes that the LINC program will facilitate <br /> neighborhood engagement, which will lead to a heightened sense of community ownership over <br /> homes and shared spaces. <br /> SECTION III: The Common Council asks that the Engagement& Empowerment Team work <br /> with South Bend residents to shape and implement the LINC program if the City is awarded the <br /> Love Your Block grant. <br /> SECTION IV: The Resolution shall be in full force and effect from and after its adoption by the <br /> council and approval by the Mayor. <br /> Tim Scott, Council Pr_esidtbt <br /> South Bend Common Council <br /> PRESENTED <br />
