REGULAR MEETING June 11, 2018 Beth Leonard-Inks, Representative of the Department of Community Investment with offices on the 14th floor of the County-City Building, South Bend, IN, served as the presenter for this bill. Ms. Leonard-Inks stated, The resolution will ratify the action of the Redevelopment Commission. Their decision releases the assessed value for the Douglas Road TIF. The Redevelopment Commission approved this action at their last May meeting. As is required by law, we need to bring this in front of you. As you may recall,the Douglas Road TIF is just about finished. We just have one (1) small project we are still working on which is the right turn lane from State Road twenty-three (SR-23) to Douglas Road. We expect that to be finished this year. In 2017 when we received the money in this TIF there was$379,000 and,of course,that will be released to the other taxing jurisdictions. South Bend typically gets about forty percent (40%) of that which would be about$150,000 and the rest would go to other jurisdictions. This means that what we are releasing are the taxes generated this year but will be paid next ,year. So it will be in next year. And, as you may know, we released these same funds last. So the money is coming in this year. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. None from the public wished to speak in favor of or opposition to this bill. Councilmember Gavin Ferlic made a motion to adopt Bill No. 18-25. Councilmember Karen White seconded this motion which carried by a roll call vote of nine (9) ayes. Councilmember Karen White seconded the motion which carried by a voice vote of nine (9) ayes. 24-18 FIRST READING ON AN ORDINANCE INITIATED BY THE AREA PLAN COMMISSION OF ST. JOSEPH COUNTY, INDIANA, AMENDING CHAPTER 21 OF THE SOUTH BEND MUNICIPAL CODE, ARTICLE 2 RESIDENTIAL DISTRICTS,ARTICLE 3 COMMERCIAL/MIXED USE DISTRICTS, AND ARTICLE 7 GENERAL REGULATIONS TO REVISE OFF-STREET PARKING REGULATIONS Councilmember John Voorde made a motion to send Bill No. 24-18 to the Area Plan Commission for their meeting on June 19th, 2018 as well as the Zoning and Annexation Committee and set it for Second Reading and Public Hearing on June 25th, 2018. Councilmember Karen White seconded the motion which carried by a voice vote of nine (9) ayes. 25-18 FIRST READING ON AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR 6
