Klosinski, Assistant City Engineer <br />SUBJECT: <br />Agenda Request Form -- Professional Services Agreement <br />Wastewater Treatment Plant —Administration Building Masonry Improvements <br />DATE: June 1, 2018 <br />The Division of Utilities is requesting the Board of Public Works approval of a Professional <br />Services Agreement with Kil Architecture and Planning for architectural, design, bidding, and <br />construction administration services to provide plans and specifications for the Wastewater <br />Treatment Plant — Administration Building Masonry Improvements. <br />Background <br />The Division of Utilities engaged Kil Architecture and Planning in 2014 to provide a <br />comprehensive condition assessment and capital plan for addressing the masonry structure <br />deficiencies at the Wastewater Treatment Plant. Many of the existing buildings have <br />experienced masonry block separation, pack rust at lintels for doors and windows, window <br />separation, and infiltration of water into many of the occupied buildings spaces which poses a <br />risk to health and safety. Older window treatment have also contributed to energy loss due to <br />the repurposing of garages to occupied spaces over the years of growth. <br />Due to capital funds restraints and other concurrent construction projects the Division of Utilities <br />has not been able to address these building deficiencies. In Winter/Spring of 2018, the snow <br />melt and heavy rains in reiterated to our Utilities Staff and the Safety & Risk Team the <br />importance of securing the building envelope of our occupied spaces. The resulting seepage of <br />water into the building has damaged carpets, saturated ceiling tiles, stained wall and window <br />treatments, as well as created standing water on many of the office floors. <br />The Division of Utilities plans to engage Kil Architecture and Planning to develop the masonry <br />repair plans for the Administration Building (inclusive of office spaces, the laboratory, garage, <br />and all existing building additions) and provide alternative construction phasing plans for our <br />consideration to fully secure the existing building envelope. This contract does not currently <br />include construction administration services; they will be negotiated at a later date based on the <br />selection of the repair plan and availability of City Construction Administration personnel. <br />The funding sources for these improvements shall be directed from funding sources identified by <br />Division of Utilities Wastewater Engineering Accounts (641-0630-793-31-02) and other <br />Wastewater Accounts as appropriate, If there are questions regarding the subject project, <br />please contact Al Greek (Ext. 4210) or Jacob M.
