Klosinski, Assistant City Engineer <br />SUBJECT: <br />Agenda Request Form — Professional Services Agreement <br />Wastewater Treatment Plant — Electrical Upgrades <br />DATE: June 1, 2018 <br />The Division of Utilities is requesting the Board of Public Works approval of a Professional <br />Services Agreement with Black & Veatch Corporation for engineering, design, bidding, and <br />construction administration services to provide plans and specifications for the Wastewater <br />Treatment Plant -- Electrical Upgrade project. <br />Background <br />The Department of Public Works and the Division of Utilities engaged Black & Veatch in 2017 to <br />provide a detailed summary and condition assessment of the Wastewater Treatment Plant <br />electrical systems and infrastructure. <br />The resulting report identified deficiencies and solutions to accommodate the upgrade of the <br />electrical infrastructure at the Wastewater Treatment Plant through a staged construction <br />phasing approach. In addition, the report from Black & Veatch addressed industry best <br />practices for the supply of back-up generator power and alternate energy resource alternatives <br />to supplement power generation at the Wastewater Treatment Plant. <br />This design scope, as detailed in the attached Professional Services Agreement, addresses <br />electrical infrastructure upgrades to the East Campus of the Wastewater Treatment Plant and <br />the Northwest Campus. These upgrades include, but are not limited to, motor control center <br />replacements, conduit and wiring upgrades, new transformers and switchgears, new generators <br />for back-up power, and potentially alternate energy recovering to supplement energy use. <br />Future projects will be necessary to address the Administration Building, Digesters, Dewatering <br />Building, and Solid Waste/Central Services Garage. Budget availability is driving the reduced <br />scope of work for the current upgrade project. <br />The funding sources for these improvements shall be directed from funding sources identified by <br />Division of Utilities Wastewater Engineering Accounts (641-0630-793-31-02) and other <br />Wastewater Accounts as appropriate.
