SPECIAL MEETING AUGUST 20, 2007 <br />Councilmember Kirsits stated that if he had his way his would go forward with the public <br />hearing and vote tonight. However, based on some questions and comments that were <br />brought up earlier, the bill needs some amendments made to it. There are some great <br />tools in this bill and the enforcement is needed to make the neighborhood civil. He <br />would be willing to go along with great reluctance to continue this bill once more so that <br />the City has a good working document. <br />Councilmember Rouse stated that he is in compliance with the request for continuance of <br />this bill from the Community Relations Committee. He advised that this bill is being <br />continued in good faith given the dialogue from the City Administration that they would <br />be coming forth with some questions on how to make it a better bill. This bill is not <br />being continued for the sole purpose of continuing without dialogue. He would like the <br />communication between the Council and the City Administration to continue during the <br />week that this bill is being continued to. He noted that the substitute version of this bill <br />was issued to the Council this afternoon and that they recognized that some <br />Councihnember's may have not had the opportunity to review the bill and it is his <br />suspicion is that there may be other interested parties that have not had ample time to <br />review the bill. He stated that he feels that the bill is a sound one, there maybe some <br />minor changes based upon the communication from the City Administration. <br />Councilmember Rouse stated that the Council received more information from the City <br />Attorney's Office after the substitute bill was already filed. He hopes that given that <br />information and other information that will come from the Administration that all the <br />questions and concerns will be worked out. <br />Councilmember Kirsits further noted that during the communication with the City <br />Administration that if there is any part of the bill that they see trouble enforcing, to <br />include language to alleviate that problem so that the bill can be used as a helpful tool. <br />Chairperson White advised that Substitute Bill 44-07 will be continued until the August <br />27, 2007 meeting of the Council. There will be no Public Hearing tonight. <br />Councilmember Kelly made a motion to continue this bill until the August 27, 2007 <br />meeting of the Council. Councilmember Dieter seconded the motion which carried by a <br />voice vote of nine (9) ayes. <br />RISE AND REPORT <br />Councilmember Dieter made a motion to rise and report to the full Council. <br />Councilmember Varner seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />ATTEST: <br />ATTEST: <br />John Voorde, City Clerk Karen L.
