On July 18, 2017 the notice of the public hearings to start the 2018 Action Plan process was published in the South Bend Tribune and El Puente, and was also available on the City of South Bend website.The notice of the public hearings was also sent to all organizations on the HCD mailing list. Two public meetings were held on July 31, 2018 at different locations and at different times to accommodate a variety of schedules. The City of Mishawaka public meeting addressed Mishawaka CDBG application procedures, as well as City of South Bend CDBG and ESG proposal processes. St. Joseph County Housing Consortium procedures for applying for HOME funding were also discussed. The proposed 2018 Housing and Community Development Plan was initially made available for review October 3, 2017, for a thirty (30) day period, ending November 3, 2017.
